Yes I agree with you that he needs a structure. Routines help children. Sit with him and plan the timetable allowing time for play as study. Set consequences so that the routine is followed through. Encourage and motivate by using a simple reward system. Enrich his learning. Introduce him to reading. He could use different methods to study. Teach him on making flash cards or a spider diagram for studying. Play a quiz or creat games with his topics. Sit beside him and do your work so that he is inspired by your behaviour and role models you.
