my son is 15 months old, he got seizures on sep-9th first time on high fever(103F), second time on 30th sep during journey after a vomiting, but at that time no fever and his body temp is 99F. Is my kid normal? what i need to do to avoid this? are seizures cause any brain damage?

The first one sounds like a febrile seizure and the second one may be too ( at 99). The fever need not be very high.. sometimes its the rate of rise also that is important.
Febrile seizures are quite common and generally the risk decreases after 5-6 years. As they are usually short episodes (less than 2 minutes) the risk of any brain damage is negligible.
You will need to keep fever medicines handy to be able to give them early as needed.
