My grandson is 17months old he understands each and every thing we speak n every command but he doesn't speak.. Is this normal ??

Hello maam my daughter is 3.7 yrs old.. last saturday she was doing her writting work nd suddenly she move her neck back nd neck me strain aa gya.. at that time to kafi drd hua ice pack lgaya hmne bt aram ni mila fir paracetamol diya after 2 hrs aram aaya.
