communicating problem with my 3 year kid

my 3 year boy is under standing but not talking. I tried many times to make him talk but no use. he talks only when he is interested and not our language, his kiddish language. he is not able to convey what he want. even when he has to poo also not telling. am fed up with his behaviour. please help me how to make him talk and listen and understand my words.
