Regarding tooth brush

my baby is now 22months old... and I can't brush his teeth because he don't let me do this... even he is also not doing it if I gave him brush... he just want to play with brush... his teeth is little yellowish... I tried finger brush and simple brush for baby but both are waste... can any body suggest something really helpful.
